Colonel, U.S. Army Reserve
Colonel Gary Mann is a member of the Joint Continuing and Distance Education School (JCDES) faculty at the Joint Forces Staff College. JCDES provides joint educational instruction to O-4 through O-8 reserve component officers and interagency civilians, training approximately 275 students annually via a 40-week course. Prior to this assignment, he served as the Deputy Commandant, Italian Carabinieri Center of Excellence for Stability Police Units (CoESPU) and Deputy Director, US Army Africa Army Reserve Engagement Cell (AREC), Vicenza, Italy.
Colonel Mann attended Henderson State University where he received a Bachelor's degree in Psychology. He holds a Master of Arts in Public Administration from Harvard University’s Kennedy School of Government. Colonel Mann completed a fellowship at Tufts University Fletcher School of Law and Diplomacy. He is a Chemical Officer and Army Strategist.
Colonel Mann’s key assignments include serving as a Chemical Officer, Arkansas Army National Guard’s 1st Battalion, 114th Aviation (Attack Helicopter); Smoke Platoon Leader, 360th Chemical Company; Operations Officer, Harrisburg Recruiting Battalion; S1, 490th Chemical Battalion; Group Operations Officer, 640th Area Support Group; Functional Plans Officer (J57), US Pacific Command; Strategist, Office of the Chief, Army Reserve; Chief of Plans (J5), US Forces Afghanistan; and Commander, 450th Chemical Battalion.
COL Mann's enlisted service included active duty as a Mortarman in the 2nd Battalion, 508th Parachute Infantry Regiment, with deployment to the Sinai, Egypt as part of the Multinational Force and Observers, then reserve assignments as a Weapons NCO, A Company, 1st Battalion, 12th Special Forces Group and Combat Instructor with the 95th Training Division, attaining the rank of Sergeant.
His awards include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (5th Award), Joint Meritorious Unit Award (2nd Award), Army Superior Unit Award, the Army Commendation Medal, the Army Achievement Medal (2nd Award), Armed Forces Expeditionary Medal, Afghanistan Campaign Medal (2 Campaign Stars), NATO Medal (ISAF), the Multinational Force and Observers Medal, Army Staff Officers Badge, Expert Infantryman's Badge, US & Korean Parachutist Badge and the Chemical Corps Regimental Association’s Order of the Dragon.
