The Joint Information Planners Course Phase I is a prerequisite to the Joint Information Planner’s Course (JIPC) Phase II.
This course was formerly called the Joint Information Operations Planner’s Course (JIOPC).
Graduates of the Joint Information Planner’s Course (JIPC) Phase II receive course equivalency for the Defense OPSEC Planners Course (DOPC) as well as the Joint MILDEC Training Course (JMTC).
Course Mission
The Joint Information Planners Course (JIPC) mission is to establish a common understanding for information planners and information capability specialists who will serve in joint strategic and operational-level billets. This course is primarily for personnel assigned to the Joint information career force, but seats may be available to other personnel depending on the circumstances.
Course Objectives
The primary objective of the JIPC Phase II is to educate and train military students and DoD civilian equivalents to plan, integrate, and synchronize information into joint operational-level plans and orders. This course accomplishes this through a combination of in-residence class presentations, guest lectures, case studies, and practical exercises in a joint seminar environment to orient you to information planning using information capabilities and activities to conduct operations in the information environment (OIE). Specifically, the course focuses on the following six (6) learning areas:
Module 1: Information in Joint Operations
Module 2: Operations in the Information Environment
Module 3: OPSEC Planning
Module 4: Joint MILDEC Planning
Module 5: Capstone Exercise
Throughout JIPC Phase II, the students execute joint planning from an information perspective. The course is based upon joint doctrine reinforced and, when necessary, by various tactics, techniques, and procedures from throughout the Department of Defense.
The JIPC Phase II is in-residence and only taught at the Joint Forces Staff College. In extenuating circumstances, we offer MTTs to joint commands on a case-by-case basis, depending on the circumstances.
Course Description
Students will work as a J39 but broken down into working groups of approximately 4-6 individuals led by a faculty mentor. Each student is expected to participate in the group work as directed by the student group leader and the faculty mentor. Students will be required to contribute to developing written products and briefings.
Course Length
The course is four (4) weeks (approximately 150 hours).
Graduation Criteria
To complete the course, all students must actively participate in the practical exercise, discussions, and presentations, and discussions to complete the course. The faculty formally evaluate the practical exercises and student participation. Students will attend all classes while in residence to obtain the certificate of completion if students need to conduct other business while TDY to the college, they must plan those activities outside class hours or extend their time in the area.
Security Clearance Requirements
All students enrolled in the JIPC Phase II must possess a final U.S. Top Secret/Special Compartmented Information (TS/SCI). (more...)

Quota Information
- The Joint Information School is a high-demand course. Our charter is the first to support the joint force. The faculty must prioritize applicants and award seats to each class under the following prioritization.
Prioritization: Categories and Tiers
To preserve the joint environment unique to these courses, the faculty award each service one seat in each class. The faculty will award a seat in each class to the highest category and tiered applicant from each Service.
Category 1:
Priority for JIPC II are military, government Civilian (or contracted) personnel assigned to a Joint Command on the JDAL. This includes those on orders conducting TDY en route during a permanent change of station move that assigns them to a tier 1 HQ. This does not include those in a deployed status or any other command relationship supporting this command type. Individuals must occupy or will occupy a Joint Staff authorized joint billet within the command. Preference in all tiers goes to these joint billets within a J39.
Tier A: Combatant Commands with an AOR according to the Unified Campaign Plan (UCP)
Tier B: Other combatant commands
Tier C: SECDEF-approved Joint Task Forces with JDAL
Tier D: Theater Special Operations Commands or SOCOM Sub-unified Commands
Tier E: JIOWC
Tier F: Joint Staff, OSD Staff, and other DoD Agencies
Tier G: Other joint commands.
Tier H: Inter-agency partners
Category 2:
Personnel not assigned to Joint Commands within Tier 1 who:
Tier A: are currently deployed and OPCON to a Tier 1 command HQ above.
NOTE: Within 24 hours of applying, students must provide a memorandum for record (MFR) signed by a minimum of an O5 level commander or O5 level Joint HQ staff division chief from the sponsoring supported unit. The MFR must validate the OPCON status of the individual and confirm that the signatory authorizes, and has the authority to approve, the requisite time required for the student to complete the course requirements while in a deployed status.
Tier B: is on deployment orders conducting pre-mission training to support an element within Tier 1 and will be OPCON to one of the Category 1 tiers command HQ.
NOTE: Priority within CAT 2 Tier B will be in the order of the CAT 1 Tiers. Within 24hrs of applying, students must send an MFR signed by their O5 commander. This MFR must: validate the deployment dates (+/-60 day estimation is acceptable); identifies the command the individual will be OPCON to while deployed; the signatory will authorize the required time during the duty day for students to complete course requirements without interference from pre-mission training.
Tier C: are assigned to Service-Component Command staff or information force units and/or elements that formally provide direct support to combatant commands in a non-expeditionary manner (E.g., Service Component Commands, Service-retained Cyber Mission Force Units, etc,)
Category 3:
Tier A: Personnel qualified in a service's information capability and currently assigned to an information force unit as outlined in JP 3-04.
Tier B: Personnel qualified in a service's information capability.
Tier C: Intelligence personnel assigned to service units in a Title X capacity do not qualify for category 1 or 2.
Tier D: All other servicemembers, DoD civilians, and contractors.
Rank Requirement
Per CJCSI 3210.01C (14 February 2014), the Joint Information Operations Force (JIOF) consists of IO units and staff elements within the Joint Staff, CCMD, and JTF/JFC headquarters population of commissioned officers in grades O-4 through O-9 and noncommissioned officers (NCOs) in grades E-6 through E-9 drawn from the Active and Reserve Components, as well as DoD civilians, who conduct IO.
Other students will be considered on a case-by-case basis and may be required to obtain a letter of recommendation from their leadership.
