Course Director, Joint C4I Cyber Course (JC4ICSOC)

Art Macdougall grew up in rural Maine and attended the University of Maine where he graduated in 1980 with a BA in Political Science and a Regular Army commission as 2nd LT from the ROTC program (Distinguished Military Student and Distinguished Military Graduate). His military career spanned more than 20 years of active service in units that ranged from Strategic/National to Tactical. Specific assignments included joint assignments at USACOM/USJFCOM, NATO’s HQs LANDSOUTHEAST (in Izmir, Turkey), 1120th Signal Battalion (Strategic Communications in Ogden, Utah), two tours with 3rd Infantry Division (in West Germany), and the 11th Signal Brigade (Theater level at Ft. Huachuca, AZ). His assignments included Company and Field grade commands and various staff positions. Prior to retirement he was designated a Joint Qualified Officer. 

His career as a government civilian began in 2004 as a member of US Joint Forces Command J8 where he was assigned as the deputy and later as division chief of the Joint Architecture Division. Key architecture projects that the Division supported included the Mission Partner Environment (MPE), ISAF Headquarters with NATO, Joint Information Environment (JIE), Joint Architecture Repository and Joint Mission Thread development. When US Joint Forces Command was stood down, in 2011, he and his Division were transitioned to the Joint Staff J8 and quickly migrated to the newly reestablished JS J6. In January 2016 he was selected as the JS J6 Director for the JC4I Cyber course.
