Joint MILDEC Training Course (JMTC)

Graduates of the Joint Information Planner’s Course (JIPC) Phase II receive course equivalency for the Defense OPSEC Planners Course (DOPC) as well as the Joint MILDEC Training Course (JMTC).


Course Mission

The mission of the Joint MILDEC Training Course (JMTC) is to establish a common level of understanding for MILDEC planners who will serve in joint operational-level MILDEC billets. This course is for personnel assigned to MILDEC planning and execution billets.


Course Objectives

The primary objective of the JMTC is to educate and train military students between the ranks of O-3 through O-6, and DoD civilian equivalents, to plan, integrate, and synchronize MILDEC into joint operational-level plans and orders. The school accomplishes this through a combination of in-residence class presentations, guest lectures, case studies, and practical exercises in a joint seminar environment. Specifically, the course focuses on the following:

  • Military Deception Planning Process
  • DoD Deception Activities Policies and Authorities
  • Joint Military Deception
  • Interagency Planning & Coordination
  • Deception in Support of Operations Security (DISO)

Throughout the course, the students execute joint planning from a MILDEC perspective. The course is based upon joint doctrine that is reinforced, when necessary, by various tactics, techniques, and procedures from throughout the Department of Defense.

The JMTC is only taught in residence at the Joint Forces Staff College in Norfolk, VA.


Course Description

Students will be assigned to a working group consisting of approximately eight to ten individuals led by a faculty mentor. The group faculty mentor will appoint a student group leader. Each student in the group is expected to participate in the group work as directed by the student group leader and the faculty mentor. Each group will conduct their planning in parallel on the same problem. Students will be required to contribute to the development of written products and briefings.

Course Length

The course is two (2) weeks (approximately 80 hours).


Graduation Criteria

All students are required to actively participate in the practical exercise, discussions, and presentations to successfully complete the course. Practical exercises and student participation will be formally evaluated. Students will attend all classes while in residence in order to obtain the certificate of completion. If students need to conduct other business while TDY to the college, they should plan to do it outside of class hours, or extend their time in the area.


Security Clearance Requirements

All students enrolled in the JMTC course must possess a U.S. Top Secret/Special Compartmented Information (TS/SCI) with access to SI/TK/G/HCS-P. JMTC is restricted to U.S. students.  Clearance information can be forwarded to JFSC SSO via DISS SMO code DJJNDU7 or via JWICS message to SSO JFSCOL.  NO WAIVER will be granted for students who do not posses a current TS/SCI. Students granted an Interim SCI are authorized to attend; interim clearance must be obtained by owning command prior to start of class.  For additional security clearance information please contact the JFSC SSO at 757-443-6352/24 or at sso@ndu.edu.


Quota Information

JMTC candidates are nominated by the sponsoring Command MILDEC Officer.  Individuals must be currently filling or pending assignment to a MILDEC planner position or direct MILDEC support position. Personnel from other commands may apply, however, seats will not be allocated until three weeks prior to the course start date or if the course reaches capacity.


Rank Requirement

Per CJCSI 3211.01F, Joint Policy for Military Deception, this course is for all personnel in route or assigned to a MILDEC planner position, and is highly recommended for all MILDEC and OPSEC  professionals in grades O3-O6, CW3-CW5, E7-E9, or GS-12 thru GS-15.   

Others will be considered on a case-by-case basis.

1. Complete the JMTC Application Form at this link:   https://secure.jten.mil/jemis_new/welcome.jsp

2. Send your completed 2875 and IA cert to the registrar office and SSO VIA email ndu-stuacctreqforms@ndu.edu.

3. Students will have their clearance transmitted to the JFSC SSO at least two weeks prior to arriving. Your SSO may forward your clearance via DISS using SMO code (SCI) 617203, for (collateral) 617206. Our back channel message PLA is SSO JSFCOL. FAX number (757)443-6053.

NOTES:

1. The IA cert must be obtained on the JKO website only.

2. Students must possess a TS/SCI clearance.

3. Orders from your service do not constitute course approval for JMTC. All students must apply for JMTC through JEMIS, as described above.
